Who reviews a commercial permit?

The practical question is “which office reviews work at this address?” Pennsylvania's UCC framework is statewide, but the administration route can be local. The municipality may administer through its own code official, it may use a certified third-party agency, or PA L&I may be the enforcement path where the municipality has opted out. In other words, the opt-in/opt-out structure changes which office a facility must confirm; it does not let a caller infer the answer from a county label or a neighboring town. The correct answer is tied to the building address and current administration status.

  3. If the municipality has opted out, verify PA L&I's role directly through the official UCC information rather than assuming that a provider or neighboring office can answer for it.
  4. Ask the responsible office what drawings, descriptions, inspections or other documents it requires, and retain the response with the project file.
